The Wii U's Virtual Console will start having Game Boy Advance games added to its library, starting this April.

In Japan, the first wave of GBA titles that are due for the Wii U Virtual Console are Super Mario World: Super Mario Advance 2, WarioWare, Golden Sun, F-Zero and Advance Wars. The second set of GBA games billed for the Wii U are The Legend of Zelda: Minish Cap, Mario & Luigi: Superstar Saga, Mario Tennis Advance and Metroid Fusion. Given that all of these GBA titles have all had North American releases, we can assume a similar line up.

Unfortunately, these Game Boy Advance games are only being ported to the Wii U's Virtual Console and not the logical choice of the Nintendo 3DS. The 3DS' ambassador program showed that Nintendo does have the capability to port GBA games to their new handheld, but like the Super Nintendo library, Nintendo has yet to move on trying to expand the 3DS' retro, Virtual Console library to anything beyond the 8-bit era.
