This is Virchan, also known as Virginia, looking like a form of Chun-Li who also happens to be a waterbender from Avatar: The Last Airbender. Or maybe her moves were so lightning-fast that she struck the moisture from the air? Whatever the reason is, it makes for a damn cool picture.

Now, Virginia's deviantART gallery is full of amazing cosplay inspired by video games and anime, but our absolute favorite outfit of hers is Daphne, from Scooby Doo's Mystery Inc. gang! It's not relevant to this list, but who cares.
