SoGoodbye is a Taiwanese cosplayer who seems to exclusively cosplay League of Legends characters. Considering how insanely popular the game is around the world, this shouldn't be surprising.

Here she is in an alternate version of Katarina's outfit, called Red Card Katarina. It effectively combines two games that is beloved the world over: League of Legends and soccer... er, football.
